batch file post contents of a web page to desk top

i am a hi speed data technition for a isp
ok so i use batch files to run a number of networking tests not really important but i need to do a speed test from a web site preferably and post the results to a file on the desk top using win 98
this is a hard question and iff its answered ill award 180 points
so lets say  i use


start iexplore.exe http://bandwidthplace.com/speedtest/
i actually dont care wot test site it is as long as it is reputable
i want the test run and results of it posted to a file  
this is just an example i will be having the results emailed to me
a customer will be doing this as  part of a bigger batch file i have alreadey made i just want to take the user ( we all know their dumb)
out of the action so i want the batch file
any answer that gets the results emailed will be accepted withouot the user having to do anything but hit send
any answer that gets the results posted to the desktop will work also as i can handle the emailing them part with a solution i already have
all solutions are limited to something that can be started from a single batch file that i can add this solution to no third party programs are an option
